About Finnish Recovery Boiler Committee
The Finnish Recovery Boiler Committee (FRBC) has promoted safe, economic and environmentally friendly operation of recovery boilers and closely related processes since 1964. The members of the FRBC consist of pulp mills, recovery boiler manufacturers and several insurance, engineering, inspection and research organisations that operate in Finland. Additionally, universities and the Finnish Safety and Chemicals Agency are involved in activities of the FRBC.
Cybersecurity guide
Industrial recovery boilers are critical components in pulp mills, and their safe and efficient operation requires robust cybersecurity measures for automation systems. Recognizing the growing importance of cybersecurity in industrial environments, FRBC published its first cybersecurity guide in 2022 to help organizations understand and implement practical cybersecurity management.
In 2025, FRBC partnered with Cyberismo consultants, the original authors of the guide, to update the guide to reflect the latest regulatory and industry developments. The updated guide introduces practical steps for getting started with cybersecurity management and includes new sections on the NIS2 directive, the EU Cyber Resilience Act, and the roles of widely used cybersecurity frameworks such as NIST CSF, ISO 27001, and IEC 62443. The update also incorporates recommendations from the Finnish Safety and Chemicals Agency (Tukes).
